Mental Health Services Act
In November 2004, California voters passed Proposition 63, the Mental Health Services Act (MHSA). The MHSA provides for a 1% tax on taxable personal income over $1 million. MHSA tax revenues will be distributed to California counties through a contract with the California Department of Health Care Services (DCHS). The MHSA calls for a transformed behavioral health system where access is easier, services are more effective, out-of-home and institutional care are reduced, and stigma toward those with severe mental illness or serious emotional disturbance no longer exists. Through the provisions of the MHSA, California counties worked with stakeholders to create a comprehensive, state-of-the-art, culturally competent behavioral health services system that promotes recovery/wellness for adults and older adults with severe mental illness, and resiliency for children and youth with serious emotional disorders and their families.

The Behavioral Health Board (BHB) Public Hearing for the new MHSA Innovation (INN) project-15: Community Mobile Response (CMR) Program, scheduled on April 5, 2021, 1:00-2:00pm. has been CANCELED due to lack of quorum. This site will be updated with a new date/time once finalized.
DRAFT Plan - MHSA INN-15 CMR Program: In the Fall of 2020, the County, stakeholders, and community partners began planning for a new MHSA Innovation (INN) project, INN#15, the Community Mobile Response (CMR) Program. To further develop and refine plans for this new INN program, from December 2020 – January 2021, BHSD, in collaboration with the Behavioral Health Contractors’ Association of Santa Clara County (BHCA), hosted a series of community planning input sessions, open to the public to obtain feedback from the community on the development of this new project. In February 2021, BHSD convened a workgroup with participation from MHSA Stakeholder Leadership Committee (SLC) members and BHCA members to help finalize the new draft. The draft of the INN-15 CMR program will be available for public review and comment for 30-days: February 12, 2021 – March 14, 2021. The next Mental Health Services Act (MHSA) Community Program Planning Process is to commence this month. The activities during this planning process will focus on the FY2022 MHSA Annual Plan Update (period from July 1, 2021 – June 30, 2022). Please mark your calendars and join us for the Kick Off event on Monday, January 25, 2021 from 8:00am. Initial planning meetings in February/March are also listed below. Please invite the clients/consumers and family members of consumers in your networks. Meeting details, agendas and meeting presentations will be posted as they become available in the grid below. All meetings are open to the public. Meetings will be recorded and available for viewing within 5 business days of meeting occurrence.

December 2020:
We Want to Hear From You about the County’s new Community Mobile Response (CMR) program currently being developed by the County, stakeholders, and community partners.
The new CMR program will expand the County’s mobile crisis response to individuals and families by adopting a community model that uses mental health peer support workers, people with lived experience, social workers/clinicians, and emergency medical support. To date, innovative ideas proposed for this project include a family involvement component, a prevention-focused program easily accessible through a trusted community phone line, and designing/creating trauma-informed mobile response vehicles for the program. We want to hear your ideas as we develop this program further!
Please join us and participate in our community planning input sessions regarding the County’s new Community Mobile Response (CMR) Program, a new MHSA Innovation (INN) project. The planning input sessions are being conducted in partnership and collaboration with the Behavioral Health Contractors’ Association of Santa Clara County (BHCA).
