Behavioral Health Services

In November 2004, California voters passed Proposition 63, the Mental Health Services Act (MHSA). The MHSA provides for a 1% tax on taxable personal income over $1 million. MHSA tax revenues will be distributed to California counties through a contract with the California Department of Health Care Services (DCHS). The MHSA calls for a transformed behavioral health system where access is easier, services are more effective, out-of-home and institutional care are reduced, and stigma toward those with severe mental illness or serious emotional disturbance no longer exists. Through the provisions of the MHSA, California counties worked with stakeholders to create a comprehensive, state-of-the-art, culturally competent behavioral health services system that promotes recovery/wellness for adults and older adults with severe mental illness, and resiliency for children and youth with serious emotional disorders and their families.

Update on the Community Mobile Response (CMR) Program Name:

The survey to choose a permanent name for the new MHSA Innovation (INN) project-15: Community Mobile Response (CMR) Program was available June 28, 2021 – August 6, 2021.  During this time, 263 community members cast their votes for what the CMR Program’s permanent name should be.  The community determined that the permanent name for the CMR Program will be, “Trusted Response Urgent Support Team (TRUST)”.  Thank you to everyone who participated and helped promote the CMR naming survey!  Please use the following link to access the presentation which includes other important CMR Program updates shared during the August 10, 2021 meeting:  August 10, 2021, CMR Updates

Thank you to everyone who has participated and continues to support the MHSA Community Program Planning Process. Please use the following link to access the adopted by the Board of Supervisors on June 7, 2021: FY2022 MHSA PlanADOPTED 6/7/2021.

The next Mental Health Services Act (MHSA) Community Program Planning Process is to commence this month.  The activities during this planning process will focus on the FY2022 MHSA Annual Plan Update (period from July 1, 2021 – June 30, 2022). Please mark your calendars and join us for the Kick Off event on Monday, January 25, 2021 from 8:00am. Initial planning meetings in February/March are also listed below. Please invite the clients/consumers and family members of consumers in your networks. Meeting details, agendas and meeting presentations will be posted as they become available in the grid below. All meetings are open to the public.  Meetings will be recorded and available for viewing within 5 business days of meeting occurrence.
